Lihok Pideral Dabaw (LPD) takes its humble beginnings from the pioneering efforts of the Mindanao Congress of Development NGOs and NGIs (MINCON) in mainstreaming the agenda of a Federal System of Government be in placed in the Philippines. Since 1991, MINCON has been very consistent on its advocacy of re-strucuturalizing the Philippines into a Federal System to better address the underdevelopment in the countrysides as well as the the long-running conflict in Mindanao.
In December 3-5, 1999, MINCON called for the gathering of Mindanao federal advocates in Opol, Misamis Oriental (Mindanao, Philippines). From there, it gave birth to a Mindanao-wide movement of federalists called Lihok Pideral Mindanaw (LPM), chaired by Mr. Rey Magno Teves. Since then, other provincial clusters emanated from MINCON's initiative. Hence, LPD was born.
In Davao City, LPD became the banner movement of local federalists coming from the various sectors in the society, namely: Academe, LGUs, Media, NGOs, PO, Business, Church, IPs, etc.
